The regulatory process takes place
at different levels of government

At the NATIONAL level,

IRS and Social Security require registration and regular filings.  this includes an Employer Identification Number (EIN) and IRS Form SS-4.

At the STATE level,

Articles of incoropation must be filed with the Secretary of State in order to create a Limited Liability Company (LLC) and a Minutes Book maintained.  Registration is required for the Texas Controller's Office for tax purposes.

At the LOCAL level,

Licenses may be required by local municipalities, and a "Doing Business As" registration may need to be filed with the county(s) in which the business operates.
